Improvement of production and processing of certified seeds of major types of field and vegetable crops in the Republic of Srpska
4. BRIEF PROJECT DESCRIPTION
Seed is considered one of the most valuable products of every plant species. The production of agricultural plants significantly depends on the quality of usable seeds and it is scientifically proven that the quality of varieties and seeds has the biggest influence on the formation of yield and quality of obtained agricultural products.
In order to get a high-quality seed, besides the quality field production, a high quality processing of seeds is also necessary. The production and processing of domestic varieties and hybrids of field plant species, depending on the plant species, fulfils only 5–20% of total needs of the Republic of Srpska. That is the reason for import of huge
amount of seeds, for which a large amount of assets is spent.
Agricultural Institute of the Republic of Srpska, Banja Luka is the only institution in the Republic of Srpska and BiH that produces new varieties and hybrids, and that has recognized varieties and hybrids of plant species of its own, but, with current seed production, the Institute cannot satisfy even 10% of total demand for seeds of domestic producers of field plant species in the Republic of Srpska and in Bosnia and Herzegovina.
Due to growing needs from today’s production for seeds for the market of the Republic of Srpska and Bosnia and Herzegovina, the Agricultural Institute of the Republic of Srpske, Banja Luka is planning a construction of the processing centre (“seed factory”) in order to increase the production and processing of proper seeds in the Republic of Srpska. The construction of a facility where a universal line for processing seeds of small grains, corn, forage crops, industrial crops and vegetable, drying facility for seed corn, storage space for natural and processed seeds, machinery and vehicles, and space for workers is predicted within the “seed factory.”
By constructing the “seed factory” the Agricultural Institute of the Republic of Srpska, Banja Luka would be able to significantly expand the production of seeds and processing of certified seeds of all categories, which would increase the portion of certified seeds in the total amount of seeds that is used by agricultural producers in the Republic of
Srpska and Bosnia and Herzegovina for up to 50% till 2020. “Seed factory” is going to be the basis for bigger competitiveness of domestic production of certified seeds by including higher standards into the process of production, processing and marketing of domestic declared seeds. With the construction of “seed factory” is going to complete the chain from the selection of proper varieties, through production of seeds, to processing, which is going to create self-sustainable system of seed production in the Republic of Srpska and Bosnia and Herzegovina.

5.3 Reasons to invest in the project
- On the territory of the Republic of Srpska and Bosnia and Hercegovina seeds in the amount of 50 million euros is placed.
- Processing of seeds of foreign companies, besides processing of seeds of domestic production, is going to be allowed with the construction of the processing centre (“seed factory”)
- There is a high demand for domestic seeds of varieties of hybrids produced in the Agricultural Institute of the Republic of Srpska, Banja Luka that are adjusted for the production in agro-ecological conditions of the Republic of Srpska and Bosnia and Herzegovina.

Financial assets for the realization of the mentioned project and possibly a donation for the promotion of the investor.
7. Has physical location for project implementation been identified
The Municipality of Gradiška, Nova Topola. The location is going to be provided by buying the existing object of former processing centre “Ratarstvo” Nova Topola or constructing a new object for the processing centre in the Industrial zone Nova Topola, Gradiška.
