3. LOCATION
The city of Prnjavor is located in the northwestern part of the Republika Srpska and Bosnia and Herzegovina, 55 km from the international highway E70 Belgrade-Zagreb-Ljubljana, and 60 km from the future transnational corridor Vc, which will connect Central Europe with the Adriatic Sea region.
In the vicinity of Prnjavor, there are border crossings with the European Union: Gradiška – international border crossing of category I in road traffic with the Republic of Croatia (traffic of persons, all types of goods and means of transport), a distance of 60 km, and Brod – international border crossing of category II in road traffic with the Republic of Croatia (traffic of persons, all types of means of transport and all types of goods, except goods subject to excise duty), at a distance of 53 km. Border crossings with the Republic of Serbia are Rača – international border crossing of category I in road traffic (traffic of all types of goods and means of transport), at a distance of 190 km, and Luka Šamac – international border crossing in river traffic (goods and passenger traffic), at a distance of 100 km.

4. BRIEF PROJECT DESCRIPTION
Tourist-recreational zone:
The main purpose of the southern part of the site, on the southern side of the highway route, is rest, sports, recreation and entertainment. The Lipizzaner stud complex “Vučijak”, whose renovation is currently underway, would complement the tourist offer of building modern hotels with swimming pools, spa centers, healthy food, congress halls and all other facilities that can meet the needs of a modern, business person, but also those who want rest and recreation. All planned tourist-catering facilities should be harmonized with the landscape, designed in a modern way, with a number of floors (max. P + 2), and the configuration of the hilly terrain itself, which offers an excellent view of the city, makes this site very attractive for the construction of catering facilities such as restaurants, bungalows, sports and recreation areas, picnic areas, etc.
As a potential for medical tourism, in the immediate vicinity of the zone is the Kulaši Spa, with extremely healing and unique highly alkaline sulfide oligomineral hypothermal water of 27-28°C. This water is bacteriologically completely sterile, with an incredibly high pH factor of 11.75. According to current knowledge, in addition to this spring, only two other springs are known in Europe, and in the world there are an additional 4, i.e. a total of 6 more springs with thermomineral water of similar quality.
The forest complex has always represented an invaluable wealth and great tourist potential of the Prnjavor municipality. Hunting grounds on the surrounding hills of Motajica, Čavka and Ljubić have become a target for hunters from Germany, Austria and especially Italy. In the past, the area of the Prnjavor municipality was known for the frequent organization of hunting and fishing seminars, competitions and gatherings.
A good basis for the development of fishing tourism in the Prnjavor region is the Ukrina River and Lake Drenova, which are located near the “Vijaka” zone. The wealth of fish stocks, the banks of the Ukrina River surrounded by greenery, and the old mills make it particularly attractive for all nature lovers. The Ukrina River is the only one in Bosnia and Herzegovina that has the phenomenon of “water bloom”, when once a year (in mid-August), millions of butterflies emerge from the larvae at the bottom of the river bed, which are one of the best and most valued baits for catfish fishing, so that in August, dozens of fishermen gather on the banks of the river.
All of the above natural resources of this region make the tourist part of the “Vijaka” zone attractive for investing in sports and recreational complexes.

5.2. PROJECT STATUS
The Regulatory Plan for the business and tourist zone “Vijaka” Prnjavor has been adopted (“Official Gazette of the Municipality of Prnjavor”, No. 4/13).
5.3. REASON TO INVEST IN PROJECT
- Developed transport infrastructure – direct connection to the highway, main road and regional road network,
- Proximity to the border crossing with Croatia, i.e. the European Union, (Brod and Gradiška border crossing),
- Low prices for municipal administration services, which provide all necessary assistance quickly and qualitatively through the E-Register located on the official website of the municipality,
- The Municipality of Prnjavor is establishing a post-investment support program for existing investors (aftercare program),
- In its work, the municipality applies a quality management system and assistance to foreign investors according to the ISO 9001:2008 standard.

The preparation of the project documentation for the Regulatory Plan amounted to 68,091.60 KM.

Full financing of the project by investors, public-private partnership, concession.
6.3. INPUTS BY LOCAL PARTNER
The development of the project documentation of the Regulatory Plan amounted to 68,091.60 KM. The price of the land will be determined by the Decision on the value of real estate by zones in the territory of the City of Prnjavor. Property relations have been resolved by 80%. The Regulatory Plan provides for plots of land with an area of 8,000 m2 to 19,000 m2, with the possibility of forming plots according to the needs of the investor.

7. HAS PHYSICAL LOCATION FOR PROJECT IMPLEMENTATION BEEN IDENTIFIED
The decision to adopt the draft Regulatory Plan for the business and tourist zone “Vijaka” (“Official Gazette of the Municipality of Prnjavor”, No. 4/13) defines the location and boundaries of the area. The plan defines all relevant urban planning elements for the future construction and planning of the area it encompasses.
Currently, the area of the business zone is outside the scope of the city’s construction land.
With the adoption of the Urban Plan “Prnjavor” 2017-2037, the boundaries of the city’s construction land will be extended to include part of the business and tourist zone.
8. HAVE THE ACTIVITIES ON PROJECT IMPLEMENTATION ALREADY STARTED
The City of Prnjavor has adopted a regulatory plan.
