3. LOCATION

The Municipality of Pale is located in the eastern part of Republika Srpska and Bosnia and Herzegovina. It is one of five municipalities that are part of the City of East Sarajevo. The traffic position of the municipality is favorable due to its proximity to the largest city in Bosnia and Herzegovina, Sarajevo (15 km), where transport routes from all parts of Bosnia and Herzegovina intersect. At a distance of 25 km is the international airport in Sarajevo, the main railway station and a connection to the main transport corridor – highway 5C.

The administrative center of the municipality is in the largest settlement of Pale, where significant economic, educational, cultural, religious, financial and public institutions are located.

4. BRIEF PROJECT DESCRIPTION

The “Famos” Koran business zone should create a favorable environment for providing appropriate facilities for production and business activities for new and existing companies, which are focused on economic development and export. The creation of new business entities, which have in their environment all the necessary business logistics from financial, educational and human resources capacities, is the main advantage and purpose of business industrial zones.

5. PROJECT DETAILS

5.1. WHAT TYPE OF PROJECT IT IS?

The “Famos” Koran business zone is a brownfield zone. It is fully built, infrastructure-equipped, well-connected by traffic, with production and business facilities, and represents an excellent location for the development of economic activities in a very short time.

The total area of the site is 62,494 m2, and the total usable area of the existing facilities is 22,545 m2.

The business zone has 17,640 m2 of factory roads and traffic lanes and 27,687 m2 of park areas.

The available construction facilities (with associated plots) are:

1. PRODUCTION HALL, purpose-built, net area of 3,794 m2 – the facility was built as a free-standing, permanent one in the 1950s, adapted in 1985 (an annex for which there is project-executive documentation).

Structure of the building – ground floor production hall, total usable area 3,090 m2 and annex consisting of ground floor and first floor. The ground floor has two entrances, one transport road, several storage areas, measuring rooms, etc., cloakrooms, sanitary facilities (dimensioned for 100 workers), laboratories, galvanization rooms, total usable area 568 m2 and the first floor where offices with sanitary facilities are located, total usable area 136 m2.

Condition of the building: in a structural sense, the building is stable with a good and high-quality load-bearing structure, with major damage to the roof sheets, facade walls, external facade joinery, windows and doors of the laboratory and cloakroom rooms.

2. REPAIR HALL, net area 6,230 m2. It consists of the old adapted part of the production plant for engine repair (1979) and the new extended part (1989). The facility was built as a free-standing permanent facility in the 1950s, adapted in 1979 and extended in 1989. The facility consists of an engine repair hall, a space with a test station, a spare parts area, an assembly and paint shop, with a total usable area of 3,038 m2, and an extended part, which consists of a production hall, a cloakroom and sanitary facilities, with a total usable area of 2,696 m2 and a floor with offices with a total usable area of 496 m2.

Condition of the building: in a structural sense, the building is stable with a good and high-quality load-bearing structure, with only minor damage to the facade of the old repair part and necessary minor repairs to the sanitary unit and cloakrooms.

3. HALL FOR THE PRODUCTION OF CAM DOORS, net area 2,424 m2. The building was built as a free-standing permanent building in the 1950s, adapted in 1984 (in a structural sense, the roof structure of the side aisles is being changed, instead of the then wooden lattices and salonite as a roof covering, it is being replaced with a steel structure made of TP sheet with thermal insulation). The structure of the building – consists of a three-aisled basilica in an AB skeleton construction, a production hall with a total usable area of 2,040 m2, auxiliary rooms, production control and other accompanying facilities on the ground floor, entrance, windbreak, tool room, storage room and sanitary facilities and a cloakroom, and on the first floor there are office rooms with a total usable area of 384 m2.

Condition of the building: in a structural sense, the building is stable with a good and high-quality load-bearing structure, only major damage is to the roof sheets, facade walls, eaves and horizontal gutters.

4. TURBOCOMPRESSOR PRODUCTION HALL with turbocharger test station and compressor station, net area 2,754 m2. The facility was built as a free-standing permanent facility in 1988. The dimensions of the hall are 91.40 m x 25.7 m. The number of floors is Pr + Annex (ground floor + first floor). On the first floor there are office space and a sanitary facility, and on the ground floor there are a hall and cloakrooms.

Condition of the facility: in a structural sense, the facility is stable with a good and high-quality load-bearing structure, only minor damage to the facade walls.

5. HALL “PDMV” (production of vehicle engine parts) net area 4,992 m2. The facility consists of: a three-aisled production hall for the production of vehicle engine parts (area 4,062 m2) and a space with a sanitary facility, cloakrooms, substation, storage space (area 465 m2 + 349 m2) with an upper floor where offices and sanitary facilities are located (area 111 m2).

Condition of the facility: in a structural sense, the facility is stable with a good and high-quality load-bearing steel structure.

6. NEW SOCIAL FOOD FACILITY, so-called “DIS”, net area 3,375 m2. Built in 1987. The facility is currently not in use. The facility is volumetric, with a basic span of 6 m (size of the structural module), and the largest structural span of 12 m. Roof made of reinforced concrete frames, which are placed at a span of 6 m, and which connect secondary reinforced concrete beams at a span of 3 m. The building has thermal protection in all rooms where people stay, fire protection is provided in terms of exits, doors, fire-resistant material, fire escape with a load capacity of 10 t. The building is protected from groundwater, has well-designed waterproofing. The building is equipped with electrical installations, lightning and TT installations, as well as water supply and drainage installations. The building has a basement + entrance + ground floor. The basement consists of open areas, a ramp, an entrance area, five storage rooms, a laundry room, a machine room, a meat room, a fish room, a deep-freezing room, antechambers, corridors, stairs, sanitary facilities, an inventory storage room, a refrigerator, a compressor station and aggregates, with a total area of 841.79 m2. The area of the entrance ramp and entrance areas is 300 m2. The ground floor consists of two entrances (on the south and north sides), an official entrance, an entrance for bulky waste disposal and an exit from the basement, a kitchen with all parts for food preparation, a banquet hall and anteroom, sanitary facilities, an entrance windbreak, a clean kitchen for serving food, washing dishes, etc., a restaurant-dining room, sanitary facilities, a hall, a buffet, a windbreak. Total area of 2,234 m2.

BUSINESS ZONE “FAMOS” has a well-developed traffic infrastructure, asphalt roads with sidewalks for pedestrian communication. The roads around the complex are built to follow the technological layout of large plants and halls and enable unhindered movement (circular) of vehicles and their access to facilities within the business zone.

5.2. PROJECT STATUS

According to strategic decisions based on available resources and potential for growth and development, one of the preferential sectors for the municipality of Pale is the processing industry with an emphasis on metal processing and wood processing.

5.3. REASON TO INVEST IN PROJECT

This location is interesting for potential investors because it is equipped with infrastructure. Potential investors could develop their business idea and make a profit in the “Famos” business zone. The investor has a qualified and competitive workforce, educational, financial and other institutions at their disposal. Depending on the sector in which potential investors intend to engage, they would be provided with all the necessary information.

The traffic position of the Pale municipality is favorable due to its proximity to the largest city in Bosnia and Herzegovina – Sarajevo (15 km), and at a distance of 25 km there is an international airport, the main railway station and a connection to the main road corridor, i.e. highway 5C.

The M5 highway Sarajevo – Pale (Prača) FBiH and M 19 Sarajevo – Romania Višegrad (Zvornik) pass through the area of the Pale municipality, along the valleys of the Miljacka and Prača rivers.

Financing by investors with the support of the Pale Municipality through the allocation of individual business premises for lease at a price of 3.00 KM/m2.

6.3. INPUTS BY LOCAL PARTNER

The Municipality of Pale provides all potential investors with comprehensive support in the implementation of the planned investment through a contact person, who is responsible for servicing information and organizing meetings between the competent authorities and investors in order to simplify and quickly implement the planned investment. The municipal administration is at the service and fully available to potential investors 24 hours a day, through an accelerated procedure for obtaining construction and use permits, as well as assistance with company registration and obtaining the necessary work permits, which greatly facilitates investment and the start of a successful business.

6.4. INPUTS BY INVESTOR

Potential investors are expected to invest in the reconstruction and adaptation of existing production and business facilities, as well as hiring workers.

7. HAS PHYSICAL LOCATION FOR PROJECT IMPLEMENTATION BEEN IDENTIFIED

The location of the industrial business zone “Famos” Koran is located right next to the M5 highway Sarajevo – Pale – Prača – Renovica, 3 km from the center of Pale.

The existing business zone was developed in accordance with the Regulatory Plan “Famos”, is fully built, there are no available plots for construction. There is a possibility of connecting to the electricity grid, and the construction of a new water supply network is underway.

The facilities have the necessary investment and technical documentation for the construction, adaptation and upgrade of the facilities, main construction projects and permits for the use of the facilities.

The business zone is owned by the Municipality of Pale 1/1.
