3. LOCATION

The Municipality of Foča occupies a large spatial unit of area of 1,115 km², organized around the upper basin of the river Drina. It is located in the south-eastern part of BiH, in the east of the Republic of Srpska, so the eastern and southern border of the Municipality are at the same time also the border with Montenegro. It borders the Municipality of Čajniče in the northeast, the Federation of BiH (municipalities of Foča/Ustikolina and Goražde) in the north, the Municipality of Kalinovik in the west and the Municipality of Gacko in the southwest. This area covers parts of the mountains Zelengora, Maglić and Ljubišnja, valleys of the rivers Drina, Ćehotina, Bistrica and Sutjeska, and almost the entire territory of the Sutjeska National Park. In morphological terms, the area represents a set of varieties ranging from high mountain peaks and plateaus to deep canyon valleys and spacious and deep river basins and fields.
The position of Foča makes it a natural settlement connecting the northern parts of the country with the southern, and eastern parts with the western. This characteristic of movement directions shaped the development of trunk roads. Foča and its wider area are connected by the trunk roads: M20 (Gacko-Foča-Ustiprača), M18 (Sarajevo-Foča-Nikšić) and R457 (Foča-Pljevlja). Owing to the importance of the above roads, Foča has a favourable position in terms of geography and transportation.

4. BRIEF PROJECT DESCRIPTION

In order to open new companies and initiate manufacturing activities and investments by domestic and foreign investors, the assembly of the Municipality of Foča adopted a decision in 2015 to prepare a plan of parcellation of the former military installations in the suburban settlement of Livade, which the Ministry of Defence of BiH had ceded to the municipality as a non-perspective military property.

The parcellation decision divided the facilities into four parcels as follows:

  • cadastral parcel number: 2256/1, parcel name Livade, including a house and a building of area of 2,737 m2 and a yard of area of 11,801.00 m2,
  • cadastral parcel number: 2256/2, parcel name Livade, including a house and a building of area of 232 m2 and a class 4 forest of area of 14,405.00 m2,
  • cadastral parcel number: 2255, parcel name Šuvalovina, covered by a class 1 pasture of area of 1,258 m2 and
  • cadastral parcel number: 2159, including a house and buildings of area of 221 m2 and a class 3 forest of area of 5,219 m2.

 

The business zone is fitted with infrastructure (water supply, sewerage, electric grid).

 

5. PROJECT DETAILS

5.1 What type of project is it?

The business zone is a brownfield investment, the owner of the business zone is the Municipality of Foča. In the territory of the Livade zone, in addition to a vast area of land, there are 7 (seven) facilities of robust build owned by the Municipality of Foča, of various areas ranging from 200 m2 to 900 m2.
The facilities used to be military warehouses and were built in the 1950s, except two that were built more recently – in 1997. Some facilities also have access ramps for material loading and unloading. At the location, there are necessary infrastructure connections to urban water supply system, sewerage and electrical installations. All facilities are legal. The entire area of the Livade industrial zone is currently non-operational, there is no activity whatsoever, save for one facility at that same location which is not owned by the Municipality of Foča. The facilities can be commissioned fast and easily after minor investments.

The location of the Livade business zone is in the central urban area (about 1 km from the very centre of the city), it has a complete industrial infrastructure built and therefore provides future investors with quality business, educational, cultural, sports and other services. The location lies directly along the R 457 Foča – Pljevlja regional road.
