4. BRIEF PROJECT DESCRIPTION

The project concerns the construction of a production facility for the production of automotive parts in the Aleksandrovac Business Zone, in the Laktaši area. The investment involves the construction of a production facility, the procurement of modern production equipment and technology, and the employment of labor.

The project is in line with the Development Strategy of the City of Laktaši for the period 2025–2030, in particular with Strategic Goal 1: “Technologically developed economy with the potential for rapid growth and the creation of quality jobs” and Priority 1.1: “Technologically advanced and competitive economy that increases the quality of life in Laktaši”. The implementation of the investment will contribute to industrial diversification, technology transfer and increased competitiveness of the local economy.

The Laktaši area already has experience in the processing industry and favorable prerequisites for the development of the automotive industry sector, including developed business zones, favorable geographical location, proximity to highways and airports, as well as the availability of qualified labor. Further development of the aforementioned industry will contribute to the integration of local companies into international supply chains and the creation of new high-quality jobs.

5. PROJECT DETAILS

5.1. WHAT TYPE OF PROJECT IT IS?

Greenfield investment – the project involves the construction of a new production facility for the production of parts for the automotive industry at a new location within the business zone. The city provides the construction land and infrastructure, while the investor finances the construction of the facility, introduces production technology and equipment, and organizes the production process.

5.2. PROJECT STATUS

A valid regulatory plan has been adopted for the planned location within the Aleksandrovac Business Zone, which defines the purpose of the space for economic activities. The local community has provided the prerequisites for the implementation of the investment through infrastructure planning and the definition of construction plots.

The project is currently in the identification and negotiation phase with a potential investor, followed by the preparation of technical documentation and obtaining the necessary construction permits.

5.3. REASON TO INVEST IN PROJECT

  • Strategic location and transport connections – The Aleksandrovac Business Zone has direct access to the Banja Luka–Gradiška highway, is located in the immediate vicinity of the M16 highway and the Banja Luka International Airport, while the distance from Banja Luka and the European Union border is about 25 km, which enables efficient logistics and export-oriented production.
  • Competitive investment conditions – The local community provides extremely favorable financial conditions for investors:
    • The price of land for investments exceeding EUR 2.5 million and employing more than 30 workers is 0.00 EUR/m².
    • The price of land for smaller investments in the Aleksandrovac Business Zone is 3.00 EUR/m².
    • The conversion of agricultural land into construction land for production facilities is exempt from payment (0.00 EUR/m²).
    • The costs of fees for obtaining a building permit for production parts of the facilities amount to approximately 17.72 EUR/m².
  • Developed infrastructure – The zone has internal roads, electricity connections, water supply, telecommunications, public lighting, as well as organized waste collection, which allows for a quick start of investment with minimal additional preparation costs.
  • Planning readiness and available space – The total area of the zone available for investment is 100 ha and is covered by the regulatory plan, while the available area with plots ready for offer is approximately 40 ha. A pre-investment study has been prepared for most of the infrastructure, and the zone has been promoted to potential investors.   • Favorable business environment and investment credibility – The presence of large global and regional companies such as Mahle, PMP Industries, GMP, Cablex, Dukat and Jaksche indicates the attractiveness of the local community as an investment destination and the stability of the business environment (www.laktasi.biz).
  • Availability of labor force and industrial tradition – The area has a tradition in the processing and mechanical engineering industries, with an available qualified labor force of various profiles and the possibility of additional training.
6. PROJECT FINANCING

6.1. ESTIMATED PROJECT VALUE IN EURO

The estimated value of the investment is approximately EUR 20,000,000.

6.2. PLANNED SOURCES OF FINANCING

The project is planned to be financed through a partnership model between the local community and a private investor. The city provides construction land and supporting infrastructure, while the investor finances the construction of the production facility, the procurement and installation of technology and equipment, and the launch of the production process.

6.3. INPUTS BY LOCAL PARTNER

The city provides:

  • construction land within the Aleksandrovac Business Zone,
  • accessible transport infrastructure and utility connections (electricity, water, telecommunications and other necessary infrastructure),
  • administrative and institutional support in the process of obtaining permits and consents,
  • benefits in accordance with local regulations (discounts and exemptions on fees, the possibility of paying obligations in instalments).

6.4. INPUTS BY INVESTOR

The investor provides:

  • financial resources for the construction of the production facility,
  • procurement, installation and commissioning of production technology and equipment,
  • organization of the production process and investment management,
  • employment and training of the workforce,
  • operational operations and market development.
7. HAS PHYSICAL LOCATION FOR PROJECT IMPLEMENTATION BEEN IDENTIFIED

Yes. The project is planned at the location of the Aleksandrovac Business Zone in the Laktasi area. The location is defined by the valid regulatory plan of the Aleksandrovac Business Zone, which stipulates the use of the space for economic and production activities.

8. HAVE THE ACTIVITIES ON PROJECT IMPLEMENTATION ALREADY STARTED

The activities for the implementation of the project have begun in the part of the preparation of planning documentation. A valid regulatory plan has been adopted for the planned location within the Aleksandrovac Business Zone, which defines the purpose of the space for economic and production activities, which allows the initiation of the investment implementation procedure.

The City of Laktasi has prepared the zone through infrastructure planning and defining investment plots, and the location is ready for further steps, which include the selection of investors, the preparation of technical documentation and the acquisition of building permits.
