4. BRIEF PROJECT DESCRIPTION
The project provides for the construction of one or more solar power plants at Ljubinjska Brda, of total area of 80 hectares. Ljubinje is located at the far south of the Republic of Srpska and its number of sunny days per year, i.e. level of insolation and irradiance, justify and enable the implementation of this project.

The project is in the stage of a business idea, and there are sufficient elements that indicate justifiability of this type of investment.
5.3 Reasons to invest in the project
Constant needs to increase the share of energy generated from alternative sources in the total energy generated in BiH or RS, as well as solar irradiance of more than 1,600 kWh/m2 /year, the annual average of about 4.6 kWh/m2 , appropriate incentive measures and guaranteed purchase prices indicate justified commercial interest of investors.

Estimated value of the project which includes installation of modern photovoltaic cells at a total area of 80 hectares is about BAM 150,000,000.

7. Has physical location for project implementation been identified
The location of total area of 80 hectares is identified in Ljubinjska Brda region. Property ownership is clear (the land is owned by the municipality of Ljubinje) and it will be put at potential investor’s disposal at most favorable terms. Land slope (below 15%) is another benefit and advantage of the proposed location. The M6 trunk road and two 220kW overhead power lines also run through the location, which enables connection to the power distribution network, either to sell the generated electricity to the Power Utility or only to transport it to the final destination. Installing the latest photovoltaic panels would enable building a power plant of 65 МWp capacity and estimated annual generation of 104,000 Mwh.
8. Have the activities on project implementation already started
In the concession award process, potential investor will receive all necessary assistance and support from local self-governance bodies. It is noteworthy also that one of the three strategic objectives of the Ljubinje Municipality Development Strategy 2011-2021 concerns precisely the possibility to use the potential of alternative energy sources in the territory of the municipality of Ljubinje. Also, the municipality has adopted a spatial plan, as well as a decision on possible construction of a solar power plant at this location, whereby basic preconditions for starting the
implementation of this project have been created.
