The municipality of Novi Grad is located in the northwestern part of the Republic of Srpska. The municipality area is well connected with the CEFTA region, offering duty-free access to a multimillion market. It borders the Republic of Croatia, on the southeastern border of the European Union. In Novi Grad, there is a border crossing for passenger traffic Novi Grad (BiH) – Dvor (HR). The nearest border crossings of the 1st category in road traffic are Gradiška (87 km) and Izačić (80 km), both allowing the traffic of persons, all types of means of transport and all types of goods. In the municipality of Novi Grad, there is also a border crossing in railway traffic: Dobrljin (Dobrljin-Volinja), which belongs to the category of international border crossing for railway traffic. The nearest international airports are in Banja Luka (distance: 87 km), Zagreb (distance: 106 km), Tuzla (distance: 238 km), Split (distance: 280 km), Sarajevo (distance: 320 km) and Belgrade (distance) : 380 km).

The area of the Poljavnice industrial zone is located 4 km away from the city center. From the macro aspect, the location is good because it is connected by highways that are connected to all European cities, routes and highways of the European Union. It is close to the Croatian border, and the construction of the Banja Luka-Novi Grad highway is also planned (construction of the Banja Luka-Prijedor section began in 2021). 4. BRIEF DESCRIPTION OF THE PROJECT:

The regulatory plan of the Poljavnice Industrial Zone determines the area for industrial and business purposes with a total area of 17ha. The plan defines all relevant urban-regulatory elements for future construction, reconstruction and planning of the space it covers. The area covered by the Regulatory Plan is located in the peripheral part of Novi Grad, northeast of the center, 4 kilometers upstream on the river Una. A Feasibility Study has been done for this area, which envisages the construction of a modern industrial zone on a land area of 75 ha.
The project includes the construction of new industrial facilities on vacant plots with a total area of 20,005 m2, in order to attract new investments, improve economic activities and new employment in the municipality of Novi Grad. Available plots for sale are owned by the Municipality of Novi Grad. The investment sector depends on the needs of investors and is not defined by the Municipality of Novi Grad.

5. MORE DETAILED PROJECT INFORMATION

5.1. WHAT TYPE OF PROJECT IS IT?

Poljavnice Industrial Zone is a location for greenfield investments. The Municipality of Novi Grad is the owner of construction plots in the Industrial Zone, which are sold under favorable conditions. Currently, 28 companies are investing and working in the zone. The regulatory plan of the Poljavnice Industrial Zone determines the area for industrial and business purposes with a total area of 17ha, and the free land with a total area of 20,005m².

5.3. REASONS TO INVEST IN THE PROJECT

  • Institutional support and proactive and flexible administration – Novi Grad is a municipality with a favorable business environment and has a BFC SEE certificate, numerous measures to support the economy and investors,
  • Incentive tax policy and access to the international market.

 

6. PROJECT FINANCING

6.1. INDICATE THE ESTIMATED VALUE OF THE PROJECT IN EURO

The municipality of Novi Grad has provided communal infrastructure, and the obligation of the investor is to pay for connections as well as communal services.

6.2. PLANNED SOURCES OF FINANCING

Investment financing is exclusively by a potential investor.

6.3. INPUT BY LOCAL PARTNER

The Municipality of Novi Grad provides all potential investors with comprehensive support in the realisation of the planned investment through a contact person, who is in charge of servicing information and organising meetings between competent authorities and investors in order to simplify and speed up the planned investment. The municipal administration is at the service and fully available to potential investors 24 hours a day, through an accelerated procedure for obtaining construction and use permits, as well as assistance in registering companies and obtaining the necessary work permits, which greatly facilitates investment and successful business.
The Municipality of Novi Grad provides numerous benefits when investing and obtaining all necessary permits and documents, which greatly facilitates investment and the beginning of a successful business:

– Financial benefits in the form of reduction of municipal fees for the construction of production facilities.
– The procedure for obtaining a building permit has been improved, which shortens the time required to obtain location conditions and building permits.
– The municipality grants incentives for business entities in the form of subsidies for the improvement and modernisation of the production process, and new employment.
– The municipality has introduced a fast procedure for issuing decisions – it takes one day for entrepreneurial activity, and three days to register companies,
– The Economic Council was formed as a form of formalised dialogue between the municipal administration and the private sector, which achieved greater involvement of the economy in the work of local government,
– The municipality has an international standard ISO 9001: 2008 for managing the quality of public services in local government.
– The municipality has a certificate of a municipality with a favorable business environment – Business Friendly Certification South East Europe (BFC SEE)

Potential investors are expected to invest in the construction of production and business facilities.

7. HAS A PHYSICAL LOCATION BEEN DETERMINED FOR THE PROJECT IMPLEMENTATION

The area of the poljavnica industrial zone is located on the outskirts of the city, between the river Una and the main route M14 Novi Grad – Kostajnica, and is 4 km (upstream of the river Una) from the center of Novi Grad. It is located next to an important road, the main road M14 (section Novi Grad – Kostajnica). – The plots are in the possession and ownership of the Municipality of Novi Grad with a share of 1/1;

8. HAVE THE PROJECT IMPLEMENTATION ACTIVITIES ALREADY STARTED?

Realised activities:

– Decision on the establishment of the Poljavnice Industrial Zone, 2009.
– Regulatory plan of the Poljavnice industrial zone 2011-2021 adopted,
– Pre-investment feasibility study prepared for IZ Poljavnice, 2012.
– Infrastructure: All infrastructure necessary for economic activities, namely communal, traffic, energy and telecommunications, has been brought to the area of the Poljavnice Industrial Zone. Access to the industrial zone is via the main road to Kostajnica at a distance of approximately 3 km from the city center and the road to Prijedor, Bihać, the Republic of Croatia (Dvor and Hrvatska Kostajnica). In the immediate vicinity of the zone (about 700 m) is the main substation Poljavnice 110/20/10 kV.
