4. BRIEF DECRIPTION OF THE PROJECT

The project involves the construction of one or more solar power plants in the municipality of Bileća.
The municipality of Bileća is located in the southeastern part of the Republic of Srpska and Bosnia and Herzegovina. Thanks to the large number of sunny days, it represents a great potential for the construction of solar power plants. Bileća has about 2,200 hours of sunshine, enabling the efficiency of investing in solar energy. Relatively large area and low population allow the construction of plants with solar panels on large areas (with certain interventions in site preparation), and a special option is the installation of solar panels on the surface of Lake Bileća, which would further contribute to reducing water evaporation from the reservoir.

The project is at the business idea ‘level’, but with enough elements that indicate the justification of investing in this type of investment.

5.3. REASONS TO INVEST IN THE PROJECT

There are many advantages of solar energy, but the most important feature is the reduction of electricity or heat costs and a positive impact on the environment. The possibilities of using solar energy are unlimited, and today it is mostly used as thermal, electrical, mechanical and chemical energy.

Constant needs to increase the share of energy produced from alternative sources in the total share of energy produced in BiH and RS, as well as solar irradiation of over 1,600 kWh / m2 per year, with an annual average of about 4.6 kWh / m2 with adequate incentives and guaranteed redemption prices indicate a legitimate commercial interest of investors.

6. PROJECT FINANCING

6.2. PLANNED SOURCES OF FINANCING

Project financing is expected to be in full by investor.

6.3. INPUT BY LOCAL PARTNER

The municipality undertakes to exempt the investor from paying utility fees and charges for the first 12 months of operation.
Also, the municipality will subsidise the employment of young and socially vulnerable categories.
The potential investor will have the full support of the municipal administration with the aim of performing administrative and technical tasks as soon as possible.

6.4. INPUT BY INVESTOR

Investors are expected to: develop space and create new jobs.

7. HAS A PHYSICAL LOCATION BEEN DETERMINED FOR THE PROJECT IMPLEMENTATION

The municipality will take into account the following conditions when choosing a location for the construction of solar power plants to future investors:
1. Sufficient level of sunshine and favorable position of the plot or roof surface
2. Availability of historical precipitation data (such as snow, rain and cloud cover)
3. Easy access to the location – which means the proximity of existing roads and paths
4. Existence of infrastructure at the location or in its vicinity that could enable connection to the power line

8. HAVE THE PROJECT IMPLEMENTATION ACTIVITIES ALREADY STARTED?

When awarding the concession, the investor will be provided with all necessary assistance in obtaining the necessary documentation as soon as possible, as well as any kind of support from local governments.
The Municipality has adopted the Spatial Plan as well as the Decision on the possibility of building solar power plants on the territory of the municipality, which provided the basic prerequisites for the start of this type of project.
