4. BRIEF DESCRIPTION OF TE PROJECT
“EKO-AER2025 – Sustainable Airport 2025” is an innovative project that focuses on the construction of a new modern airport complex that, in addition to solar parking, also includes the construction of a passenger building at Banja Luka International Airport, with the integration of advanced technologies for sustainability. Combining solar energy, technical water recycling and the use of heat pumps, this project aims to create an energy-efficient environment that will allow the flow of one million passengers per year. This integrated approach helps reduce the ecological footprint and lays the foundation for a modern, comfortable and environmentally conscious aviation industry.
5. DETAILED PROJECT DATA
5.1. WHAT TYPE OF PROJECT IS THIS?
The goal of this project is the construction of a new passenger building at the airport as a greenfield investment, enabling the efficient flow of one million passengers per year. The building will focus on energy efficiency through the use of solar panels to generate electricity and recycling technical water for toilets. In addition to the passenger building, the construction of a solar parking lot is planned, which will contribute to the production of additional renewable energy. The solar panels in the parking lot will serve as a shade and protect vehicles from the sun’s rays, and at the same time it will be possible to connect to a charging station for electric and hybrid cars. This project will contribute to the modernisation and improvement of the entire airport infrastructure with a sustainable approach.
On the other hand, the new facility of the airport building will expand the capacity for the growing number of passengers and the introduction of new airlines. Data in favor of the above is that in 2018, 35 000 passengers were recorded at Banja Luka Airport, in 2022, 350 000 passengers, and in 2023, we expect more than 500 000 passengers.
5.2. PROJECT DOCUMENTATION STATUS
The conceptual design for the new building has been completed, as well as part of the project documentation that needs to be refined, taking into account the use of innovative energy efficiency systems. Feasibility studies for the application of a water-to-water heat pump and solar panels on the technical building have also been done and can be adapted to further requirements.
5.3. REASONS TO INVEST IN THE PROJECT
Investing in a comprehensive energy-efficient project, such as the described project “EKO-AER2025 – Sustainable Airport 2025”, has many benefits and reasons. :
– Financial sustainability: The implementation of energy-efficient technologies, such as solar panels and resource recycling, reduces energy costs and operating costs over a long period of time, which contributes to long-term financial sustainability.
– Reduction of energy costs: Using renewable energy, such as solar panels, reduces dependence on traditional energy sources and lowers monthly electricity bills.
– Decarbonisation of lower greenhouse gas emissions: By reducing the consumption of conventional energy, energy efficiency projects contribute to the reduction of emissions of harmful gases, such as CO2, which cause climate change.
– Improved passenger experience: Energy-efficient buildings provide a comfortable and healthy environment for passengers and staff, contributing to a better experience of traveling and staying at the airport.
– Positive image and marketing: Investing in sustainable practices and technologies improves a company’s image, attracts media and customer attention, and can attract more travelers and partners.
– Reduction of waste and burden on the environment: Technologies such as technical water recycling and reducing water consumption reduce the amount of waste and the burden on water resources.
– Long-term investment: Comprehensive energy efficient projects have long-term benefits and often pay for themselves over a longer period of time, ensuring stability and long-term value of the investment.
– Social Responsibility: Energy efficiency projects demonstrate social responsibility and commitment to preserving the environment for current and future generations.
All these benefits make investing in energy-efficient projects like the described project “EKO-AER2025 – Sustainable Airport 2025” a smart and strategic step, which brings enormous value to both investors and users.
6. PROJECT FINANCING
6.1. STATE THE ESTIMATED VALUE OF THE PROJECT IN EUROS
EUR 12 000 000 – EUR 15 000 000
depending on the level of technological investments used
6.2. PLANNED SOURCES OF FINANCING
Planning the source of investment through a public-private partnership (PPP) or a concession for the project “EKO-AER2025 – Sustainable Airport 2025” can bring many advantages and effectively respond to the requirements of a complex and ambitious project. Here are some key reasons for choosing these financing models:
PUBLIC-PRIVATE PARTNERSHIP (PPP)
– Risk sharing: Through PPP, the public and private sectors jointly bear the risks and responsibilities of the project. PPP enables the risks to be shared based on the competences and interests of the partners.
– Expertise and resources: Private partners bring the expertise, innovation and technical resources that are key to building and managing energy-efficient technologies.
– Financial efficiency: Private partners can provide financing for construction and operational costs, easing the burden on public budgets.
– Faster implementation: In cooperation with the private sector, projects are often implemented faster because private partners have greater flexibility and agility in implementation.
– Management efficiency: PPP enables the use of best practices from the private sector to achieve more efficient and better managed infrastructure: PPP enables the use of best practices from the private sector to achieve more efficient and better managed infrastructure.
CONCESSION
– Transfer of costs: The concessionaire assumes responsibility for investments, operating costs and infrastructure maintenance, thereby transferring costs from the public sector to the private partner.
– Operational expertise: The concessionaire brings experience and expertise in the management and maintenance of airport resources.
– Innovation and technology: The concessionaire is motivated to introduce innovative technologies and solutions in order to increase efficiency and competitiveness.
– Risk management: The concessionaire bears a certain part of the risk associated with the business, which can ease the pressure on the public budget.
– Long-term value: The concession allows the state or public sector to generate revenue over time and benefit from infrastructure improvements.
The choice between PPP and concession depends on the specific project conditions shown. Both options provide opportunities for efficient financing and implementation of such a complex and sustainable project.
