Pale municipality is located in the eastern part of Republic of Srpska and Bosnia and Herzegovina. It is one of the five municipalities that are part of the Sarajevo City. The traffic position of the municipality is favorable due to its close position to the largest city of Bosnia and Herzegovina – Sarajevo (15 km), where crossroads from all parts of
Bosnia and Herzegovina meet. At a distance of 25 km, there is an international airport in Sarajevo, a main railway station and a connection to the main road corridor – highway 5C.
The administrative center of the municipality is in the largest populated place in Pale, where important economic, educational, cultural, religious, financial and public institutions are located.

4. BRIEF PROJECT DESCRIPTION

The industrial business zone “Famos” Koran is envisaged for creating a favorable environment for providing appropriate opportunities for production and business activities for new and existing companies, which are focused on the development of economy and export. The creation of new business entities, which in their environment have all the necessary business logistics from financial, educational and personnel resources, are the main advantages and purposes of business industrial zones.

5. PROJECT DETAILS

5.1 What type of project is it?

Famos Koran Business Zone is a brownfield zone type. It is fully constructed, infrastructurally organized, traffic is very well connected, with many facilities of production-business purpose and an excellent location for the development of economic activities in a very short time. The total area of the location is 84,408m2, and the total area of the existing facilities is 22,695m2.

Available facilities (with associated plots) are:

Facility no. 1 – PRODUCTION HALL, for intended purposes, net area of 3.794 m2 – built as a freestanding permanent building, in the 50’s, adapted in 1985 (an annex for which there is a project implementation documentation).
Building’s structure – a ground floor, a production hall, total useful area of 3.090 m2 and the annex consisted of a ground floor and the 1st floor. In the ground floor there are two entryways, a transport way, multiple storage rooms, a measuring room etc, wardrobe, sanitary block (envisaged for 100 workers), a laboratory, galvanization room, total useful area of 568 m2 and a floor where offices with sanitary facilities of useful area 136 m2.
The facility is equipped with the following installations: plumbing, drainage (has a common facility for purification of wastewater within the zone), electrical installations of strong and weak current and lightning installations. The building has a central heating installation (attached to a common boiler room in a separate building within the business zone), ventilation and air conditioning. The building is attached to the common transformer substation, which is within the zone. The facility has a built-in fire protection through the hydrant network in the building and around the building.
State of the building: in a constructive sense, the building is stable with a good and high quality supporting structure, with more damage on the roof sheets, facade walls, exterior façade joinery, windows and doors of laboratory and wardrobes.

Facility no. 4 – REPAIR ROOM, net area of 6.230 m2. It consists of an old adapted part of the production facility for engine overhaul (1979) and a new extended part (1989).
The building was built as a freestanding permanent building in the 1950s, adapted in 1979 and completed in 1989. The building consists of a hall for engine overhaul, a test station room, a spare parts room, assembling and varnishing room, of a total useful area of 3,038 m2 and an upgraded part, consisted of a production hall, dressing rooms and sanitary facilities, of a total useful surface of 2,696 m2 and a floor with offices of total useful area of 496 m2.
The facility is equipped with all necessary installations: plumbing, drainage – has a facility for purification of waste oil emulsions and detergent waste water with technological sewage, the electrical installations of strong and weak current and lightning protection installations.
The facility has a central heating installation (attached to a common boiler room in a separate building within the business zone), ventilation and air conditioning. The building is connected to a common transformer substation, which is within the zone.
The facility has a built-in fire protection through the hydrant network in and around the building. The internal fire protection is solved in the new part as a sprinkler device i.e. a water curtain.
State of the building: in a constructive sense, the building is stable with a good and high quality load-bearing structure and with only minor damages to the façade of the old repair section and needs necessary minor repairs to the sanitary block and dressing rooms.

Building number 5, 5a and 6 – MAINTENANCE FACILITY, net area of 1,260 m2 – the building was built as a freestanding permanent building in the 1950s, adapted in 1984.
Building No.5 is a ground floor production facility – a hall for the maintenance of a total useful area of 420m2 + 84m2 of utility rooms with sanitary blocks and dressing rooms.
Building 5a is a medium floor maintenance facility of the total ground floor area of 210 m2, and the first floor houses offices with a total area of 210 m2 and the building 6 is a ground floor facility – a carpentry workshop with a total area of 336 m2.
The facility is equipped with all necessary installations: plumbing, drainage, electrical installation of strong and weak current and lightning installation. The building is connected to the common transformer substation, which is within the zone. The facility has a built-in fire protection through a hydrant network around the building.
State of the building: in a constructive sense, the building is stable with a good and high quality supporting structure, with only minor damage to the roof sheets, façade walls, exterior façade joinery, windows and doors.

Building number 7 and 47 – BOILING ROOM AND COAL ROOM, area 1.409 m2 and 1.800 m2. The boiler room facility was built as a freestanding permanent building in the 80ties in an area of 577 m2, and it was completed and reconstructed in 1990 in the area of 832 m2, when two coal boilers were added to the existing coal boiler KLM-100, of 8 bar pressure. The boiler room has two steel chimneys with a diameter of Ø 1,5 m and a height of 30 m. The boiler room is basement with a high ground floor. The façade is aluminum, roof aluminum profiled TP.
The boiler room is equipped with all necessary installations and is connected to the common infrastructure, internal pathways, water supply and drainage network and electrical installation with fire protection.
The coal room consists of three connected facilities made in AB skeletal construction.
There is also a slag plateau with a sludge pit.
State of the building: The building is not currently in operation, and in a constructive and architectural sense, it looks quite good.

Building number 9 – HALL FOR THE CAMSHAFT PRODUCTION, net area 2.424m2. The building was built as a freestanding permanent building in the 1950s, it was adapted in 1984 (in the constructive sense, the roof construction of the side aisles is replaced, instead of the previous wooden bars and salonite as a roof covering, it is replaced by a steel structure made of TP sheet with thermal insulation).
Structure of the building – consists of three naves and aisles basilica in AB skeletal construction, with production hall of total useful area of 2,040 m2, utility rooms, production control and other auxiliary facilities at the ground floor, entrances, windshields, tool shop, warehouse, sanitary facilities and dressing rooms and on the first floor there are offices of the total useful area of 384 m2.
The facility is equipped with all necessary installations: plumbing, drainage, electrical installation of strong and weak current and lightning installation. The building has a central heating installation (connected to a common boiler room), ventilation and air conditioning. The building is connected to a common transformer substation, which is located next to the facility. The facility has a built-in fire protection through a hydrant network in and around the building.
State of the building: in a constructive sense, the building is stable with a good and high quality load-bearing structure; bigger damages are only on the roof sheets, on façade walls, eaves and horizontal gutters.

Building number 21 – ADMINISTRATIVE BUILDING, total useful area 1.536 m2. The appendage was built and the technical building was expanded in 1984, and then renovated in 1995. The building is free standing; it has ground floor and 1st floor. Its purpose – administrative facility. It consists of two entrances, an entrance staircase with eaves, a windshield, an entrance hall. Offices and a telephone exchange are on the ground floor, and offices and cabinets with wet and sanitary blocks on the first floor.
The facility has electrical installations, three-phase electricity, telephone installations and has its own TT central, plumbing and drainage installations, lightning protection installation, fire protection.
It has central heating (radiators throughout the building) connected to a central boiler room, which currently is not in operation.
State of the building: in a constructive sense, the building is stable and architecturally preserved.

Building number 23 – TURBOCHARGER PRODUCTION HALL with a turbocharger test station and a compressor station, net surface of 2.754 m2. The building was built as a freestanding permanent building in 1988. The hall dimension is 91,40 m x 25,7 m. It has a ground floor + Annex (ground floor + floor). On the first floor, there are offices and sanitary facilities, and a hall and dressing rooms on the ground floor. The facility is equipped with the following installations: plumbing, drainage (behind the building, a cooling plant for technological water with two cooling towers was built), electrical power installations of strong and weak current, as well as lightning installations. The building has a central heating installation (connected to a common boiler room), ventilation and air conditioning. The building is connected to a common transformer substation, which is located next to the facility. The facility has a built-in fire protection through a hydrant network in and around the building with a sprinkler device, i.e. water curtain.
Condition of the building: in a constructive sense, the building is stable with a good and high quality load-bearing structure, they is only minor damage on façade walls.

Building number 26 – PDMV Hall (production of vehicle engine parts) net area of 4.992 m2. The facility consists of: production three naves and aisles hall for the production motor vehicle parts (4.062 m2) and area with sanitary facilities, dressing rooms, substations, warehouse space (465 m2 + 349 m2) with floor space housing offices and sanitary facilities (111 m2).
The facility is equipped with the following installations: plumbing, drainage, electrical power installations of strong and weak current, as well as lightning installations. The building has a central heating installation (connected to a common boiler room), ventilation and air conditioning. The facility is connected to the common transformer substation, which is located next to the facility. The facility has a built-in fire protection through the hydrant network in and around the building with a sprinkler device, i.e. a water curtain.
State of the building: in a constructive sense, the building is stable with a good and high quality load-bearing steel structure.

Building number 44 – TRANSFORMER STATION AND COMPRESSOR STATION, net area of 328 m2 (160 m2 transformer substation +168 m2 compressor station), ownership ½ with the neighboring FMSN factory. The facilities were built as auxiliary, ancillary installations servicing the needs of large production facilities and halls. The buildings were built as free-standing and connected by a common wall. They were built in 1982.
In addition to the facility, there are two tanks that are in operation of the compressor station.
State of the building: Buildings are in function and serve their purpose.

Building number 51 – BATTERY STATION, net area of 150 m2. The building was built as a freestanding permanent building servicing the needs of production facilities and halls in the vicinity. The building was built in 1988. The dimensions of the building are 15.00 m x 10.00 m. It consists of a space for forklifts, for rectifiers and acid storage. The facility is equipped with all necessary installations.
State of the building: The object is not operational.

Building No. 53 – INTERNAL DIESEL STATION, net area 150 m2.

Building number 54 – NEW SOCIAL NUTRITION, the so-called “DIS”, net area of 3,375 m2. Built in 1987. Not currently in use. The building is voluminous, basic 6m range (the size of a constructive module), and the largest constructive range of 12 m. AB roof frames, set in the range of 6m, connecting secondary AB beams in a 3m range. Thermal protection in all rooms where people stay, fire protection provided with regard to the exit, doors, fireproof material, and fire escape of 10 t capacity.
The building is protected in terms of groundwater, has a well-resolved waterproofing. It is equipped with electrical installations, lightning rods and TT installations, as well as plumbing and drainage installations. The building has a basement + entrance + ground floor. The basement consists of open areas, ramps, entrance area, five warehouses, laundry rooms, engine rooms, meat chamber, fish chamber, deep freezing, vestibule, corridor, stairs, sanitary facilities, inventory room, refrigerator, compressor station and generator, total area of 841.79 m2.
Entrance ramp and entrance area is 300 m2. The ground floor consists of two entrances (from the south and the north side), the official entrance, the entrance for the removal of bulky garbage and the exit from the basement, a kitchen with all elements for preparing food, a banquet hall and a vestibule, sanitary facilities, an entrance windshield, a clean kitchen, dishwashing etc., restaurant-dining room, sanitary facilities, lobby, buffet, windshield. Total area 2.234 m2.

Building number 58 – WASTE WATER TREATMENT PLAN, net area of 135 m2. The building is free-standing, wall with a flat concrete block as a flat impenetrable roof with the recommended waterproofing and its protection. It has one tank right next to the facility. It has all the necessary equipment for wastewater  treatment and technological sewage. The building was built in 1989.
State of the building: The facility is in function and in quite good condition.

Building number 59 – ENTRY GATE, net area of 180 m2. The gate consists of two symmetrical guardhouses and eaves connecting them in to a freestanding permanent facility for regulating the entering and exiting of the business zone. The building was built in 1986. The dimensions of the building are 20.00 m x 9.00 m.
State of the building: The facility is in function.

Building number 67 – COOLING WATER TOWER, net area of 30 m2. The building was built for the needs of the former factory as a permanent facility and located in the hinterland of building no. 23 (a turbocharger hall) and used for the production and testing of turbochargers at the test station and the compressor section of the hall. The building was built in 1988. The dimensions of the building are 6.00 m x 5.00 m.
State of the building: Not in function because hall no. 23 for turbo charger production is not currently in use either.

FAMOS BUSINESS ZONE has a transport infrastructure, asphalt roads with pedestrian sidewalks. The traffic ways within the complex are built to monitor the technological layout of large plants and halls and enable uninterrupted movement (circular) for vehicles and their access to the facilities within the business zone.

5.2 Project status

According to strategic commitments based on available resources and potential for growth and development, one of the preferential sectors of the Municipality of Pale is the processing industry with emphasis on metal processing and wood processing. For these reasons, the Municipality of Pale purchased and became the owner of the FAMOS Pale business zone property. The industrial-business zone is currently not operational, except for one facility purchased by the WEISSLIGHT D.O.O. Pale company for production and reparation of LED lighting, which has renovated the facility and recruited 16 workers.
The location of the Famos Koran industrial business zone is located next to the main road M5 Sarajevo – Pale – Prača – Renovica, 3 km from the center of Pale.

5.3 Reasons to invest in the project

For potential investors, this location is interesting because it is fully equipped with infrastructure. Potential investors could develop their business ideas and make profit from the FAMOS business zone. Qualified and competitive workforce, educational, financial and other institutions are available to the investors. Depending on their preferred sector, they would be provided with all the necessary information.
The traffic location of the Municipality of Pale is favorable due to its proximity to the largest city of Bosnia and Herzegovina – Sarajevo (15 km), and at a distance of 25 km there is an international airport, a main railway station and a connection to the main road corridor, highway 5C.
Through the municipality of Pale, the main road M5 Sarajevo – Pale (Prača) FBiH and M 19 Sarajevo – Romanija Višegrad (Zvornik) passes through the valleys of the Miljacka and Prača rivers.

6.3 Inputs by local partner

The Municipality of Pale provides all potential investors with comprehensive support in the realization of planned investment through a contact person in charge of servicing information and organizing meetings between competent authorities and investors in order to simplify and speed up the realization of the planned investment.
The municipal administration is at the service and fully available to potential investors 24 hours a day, through an accelerated procedure providing building permit and certificate of occupancy, as well as assistance in registering companies and obtaining necessary work permits, which greatly eases investment and the start of successful business.

Potential investors are expected to invest in the reconstruction and adaptation of existing production and business facilities.

7. Has physical location for project implementation been identified

The existing production and business zone has been developed in accordance with the Famos Regulatory Plan, fully built with all necessary installations and common infrastructure, alleys, water supply, drainage and electrical installations with fire protection.
The facilities have the necessary investment-technical documentation for the construction, adaptation and upgrading of facilities, the main implementation projects and permits for the use of facilities. The business zone is owned by the Municipality of Pale.
