4. BRIEF PROJECT DESCRIPTION
The territory of Teslic municipality accommodates public institution buildings suitable for solar panels installation. The buildings owned by the municipality include the following: town hall (two locations), area 2,658 m2, part of the building hosting Teslic municipal assembly hall, area about 200 m2, political parties’ building, area about 700 m2, cinema building, area about 800 m2, sports hall, area 4,540 m2. There are two secondary schools in the territory of the town. The total area of those buildings is 7,311 m2.
From the presented data it is obvious that the area of roofs suitable for solar panels installation is about 15,000 m2.
That would allow the potential investor to generate a significant economic effect, by installing power plants in those places. The project provides for the roofs of the mentioned buildings to be offered for rental to the firms that would install and exploit solar panels.
5. PROJECT DETAILS
5.1 What type of project is it
This is a greenfield investment to be implemented by an interested investor. There are two models of project ownership: for investor to rent (one or more) roof areas and own 100% of the investment, or for a joint venture to be established between the investor and the municipality, in a ratio to be agreed between the parties.

5.3 Reasons to invest in the project
Investor’s interest is seen in the profitability of such an investment because return on investment in this sector is very fast, among other things, due to subsidies for renewable energy sources provided by the Power Utility. Also, the existence of transformer plants in the vicinity of those facilities enables reduction of costs of connection to the electric grid and reduces the costs of investment implementation.
The local community’s interest lies primarily in bearing upon budget revenue growth through rental of the roof areas, upgrading energy efficiency of the country, and influencing economic activities in the local community. Also, it enables meeting the high environmental protection standards, which all together ensures sustainable
6. PROJECT FINANCING:
6.1 Estimated project value in €
The estimated value of the entire project is about 2,500,000 euro. Since this concerns several locations, it is possible to implement it in phases or in one or more project segments which would determine the value of investment.
6.2 Planned sources of financing
It is planned for the investor to fully finance the project and be its owner (in that case, the municipality would rent the roof area) or for the investment to be joint where the share of the municipality in the investment would be the roof area and necessary permits.
6.3 Inputs by local partner
The potential investor can expect a location where a solar power plant would be implemented (to be rented or to represent the share of the municipality in the project). Also, local administration support can be expected in the process of obtaining of necessary permits for investment implementation.
6.4 Inputs by investor
The investor should provide the funding for solar power plant construction and obtain necessary permits (including design). Also, the investor will decide about the technology to be applied (in compliance with ecological standards). The investor should provide periodic maintenance of the power plant.
7. Has physical location for project implementation been identified
Physical location has been identified. Those are public institution buildings located in the central urban area of the municipality of Teslic. The buildings taking part in this project are the following: Teslic municipal assembly hall, cinema building, political parties’ building, two mixed secondary schools: Jovan Ducic and Nikola Tesla, and Radolinka sports hall.
