4. BRIEF PROJECT DESCRIPTION

The project plans to reconstruct the old Primary School in Gaočići, Municipality of Rudo, which according to cadastral data is located on cadastral plot no. 781/4 KO Sokolovići. The owner of the building is the Municipality of Rudo.

The gross area of the building is approximately 160 m2, with a ground floor and possible attic conversion. The building was built in 1937. The municipality intends to convert the existing building into a mountain lodge.

The ground floor houses 1 large classroom and a teacher’s apartment. The building is of historical importance because the First Battle took place in that location after the formation of the First Proletarian Brigade in Rudo. Near the building there is a memorial fountain, a memorial to the fallen soldiers and a plaque with an inscription on the school itself.

The facility is located in Gaočići on one of the hiking trails established through the Via Dinarica project (green trail). This trail runs along the right bank of the Lim River, through forests and meadows, and connects to the existing hiking trail and forest roads.

No renovation work has been carried out on the facility since it was built. The facility needs to be reconstructed in order to stop its deterioration and to be able to function as a mountaineering lodge. The facility has water and electricity connections and is connected to the regional road by a partially paved section, while part of the road is macadam but passable. In front of the facility is a large grassy plateau where tents can be set up or used for larger gatherings such as those usually organized during mountaineering trips.

The municipality intends to make the existing facility available primarily to the Mountaineering and Sports Organization “Vihra” Rudo, which brings together about 20 mountaineers and nature lovers. The association has existed since 2018, but so far it has stood out in its work through the various activities it organizes, and its members also gladly visit similar associations throughout Bosnia and Herzegovina and the region. This association has launched an initiative towards the municipality to renovate and put the existing facility into operation, because it also does not own facilities for a similar purpose, which has proven to be a need for organizing meetings and gatherings with the same associations.

5.1. WHAT TYPE OF PROJECT IT IS?

The project envisages the conversion of the facility and its use for tourism development.

For the needs of the project, a conceptual design and financial assessment were prepared.

5.3. REASON TO INVEST IN PROJECT

The facility is located in Gaočići on one of the hiking trails established through the Via Dinarica project (green trail). This trail runs along the right bank of the Lim River, through forests and meadows and connects to the existing hiking trail and forest roads. It is a trail that would encompass the foot of the hill. The trail offers hiking through forests, meadows and areas that are uninhabited or very sparsely populated with gorgeous nature and stunning freshness, and offers views of the valley and canyon of the Lim River. The trail is less demanding/simpler in terms of difficulty, for easier hiking adventures. The trail also connects to historical landmarks. The trail begins in Rudo at Square, where there is a monument from the World War II dedicated to the First Proletarian Brigade. There is also a small museum dedicated to this event, which Rudo was known for in the former SFRY. The trail includes the Memorial Park – Partisan Cemetery (at the entrance to the town), and then the trail from the town crosses into the rural area via Kraljevo Brdo, Popovo Dol, the village of Gostelje to Gaočići and the school that bears witness to the partisan events of the World War II, and then branches off and connects with the old road to Višegrad, which is suitable for mountain biking and another route of the trail that leads to Mount Varda (an existing trail that is already part of the Via Dinarica Green Trail). The second approach leads from the regional road through the town of Obrvena. From the regional road, you cross into the rural area where you continue with a slight effort by climbing to Gaočići, the place where the first battle was fought by the newly established partisan formation. Along the way, you pass by an old memorial fountain and the place where the famous Vizier and founder of the bridge over the Drina, Mehmed Pasha Sokolović, built a mosque dedicated to his father, which takes us back to the time of the Ottoman Empire. The path to Gaočići stretches through a deciduous, predominantly oak forest, while the second part of the path, which connects to the path leading to Ravanci and Mount Varda, is overgrown with coniferous forest, fir and pine. In addition to nature, along with the historical sights of the region that date back to various periods of ancient and modern history (mainly from the period of the World War II and the Turkish period), and for which this region is known, the path is partly suitable and fits into the mountain biking trail and provides the possibility of connecting with Višegrad. With a trail of this type, we would use what Rudo is known for (the founding of the First Proletarian Brigade and the origin of Mehmed Pasha Sokolović, as well as the proximity of the town of Višegrad) to draw attention to Rudo, and then to introduce visitors to natural areas of untouched nature.

The Municipality of Rudo has so far prepared a conceptual design of the necessary works for the reconstruction of the facility and their scope of work.
