4. BRIEF PROJECT DESCRIPTION
Public utility stud farm “Vučijak” is the only Lipizzaner breed stud farm in Bosnia and Herzegovina, and in addition to the Slovenian Lipica, the Đakovo and Lipik stud farms in the Republic of Croatia, and the Karađorđevo stud farm in Serbia, it has the function of preserving and expanding the relatively small population of the Lipizzaner horse in the world, only up to 10,000 horses. The “Vučijak” stud farm currently owns 149 horses of all age categories, but it aims to reduce the number of the basic herd to around 90 heads, for which quality accommodation, food and work engagement will be fully provided. The reduction of the basic herd is carried out by selling horses to buyers whose intention is to breed and use the horses for recreational purposes.
The Public utility of the stud farm “Vučijak” Prnjavor owns property (land and devastated buildings) on the site of the Lipizzaner stud farm, which will not have any role for the purposes of horse breeding.
The devastated construction facilities, which have to change their purposes, include:
- A stable, which was built in 1949, dimensions about 90m x 15m, built out of solid construction material with a huge attic area;
- Three standard facilities for fattening of young cattle, dimensions 50m x 20m;
- Two concrete structures for the storage of forage (silage) which functioned during the previous accommodation capacities.
Considering the future of such facilities that will play a significant role in the development of the “Vučijak” Stud Farm and the development and promotion of Lipizzaner horses and equestrian sport for which this breed is destined, it was concluded that they must be adapted primarily to the needs of users of the services that the stud farm can offer.
The “Vučijak” stud farm is a base for the development of resources needed for equestrian sport in Bosnia and Herzegovina and as such has become an associate member of the Federation of Equestrian Organizations of Bosnia and Herzegovina for FEI disciplines (Olympic disciplines in equestrian sport).
The geographical location of the “Vučijak” stud farm provides the same opportunities to all citizens of the region, and the construction of the Banja Luka – Doboj highway plays a particularly important role, which is a guarantee of good road communication with the “Vučijak” stud farm, which is located in the immediate vicinity of the aforementioned road communication loop.

5.3. REASON TO INVEST IN PROJECT
The stud farm “Vučijak” is the only horse farm in Bosnia and Herzegovina that has a sufficiently large horse population protected by the Law on Livestock Breeding of the Republika Srpska, its own property, of which about 8.5 hectares of land and about 250 hectares of meadows and pastures are in the concession process, it is located in a very multiethnic environment, which has given Prnjavor the synonym of Little Europe, an extremely favorable geographical position, the proximity of the Kulasi spa, an exceptionally rich flora and fauna, the proximity of Lake Drenova with an area of 110 hectares, a hilly and foothill area with many well-maintained trails for walking and recreation, etc.
The aforementioned resources form the foundation for the development of health and recreational tourism, hunting, fishing, etc. Also, the configuration and slope of the terrain provide the possibility of full utilization of sunlight through its use for the production of electricity by installing solar panels.
Converting the above-mentioned devastated facilities into usable purposes, namely the attic rooms of the facility under number 1, would provide accommodation capacities with 120–150 beds (hostel), while the transformation of three standard facilities into an indoor riding stable, indoor sports fields for small sports and the construction of tennis courts on the foundations of existing silage facilities would create mutual connectivity of the aforementioned facilities.
The commercial interest of the investor depends on the percentage participation of the investor in the reconstruction of the aforementioned facilities. In the vicinity of about 50 kilometers, there is no hotel accommodation that can meet the accommodation needs of larger groups of tourists with its capacities.

The physical location of the project is on the property of the “Vučijak” stud farm, the location is defined by the regulatory plan of the City of Prnjavor for a purpose that fits with this idea, all property is owned by the “Vučijak” stud farm, i.e. the Government of the Republic of Srpska as 100% owner of the stud farm, the infrastructure is satisfactory (electricity, city water, access roads, etc.).
