3. LOCATION

The Municipality of Prnjavor is located in the north-western part of the Republic of Srpska and Bosnia and Herzegovina, at 55 km from the international E70 motorway Belgrade-ZagrebLjubljana, and 60 km from the future transnational corridor Vc planned to connect Central Europe with the Adriatic Sea region.
Prnjavor is close to the border crossings to the European Union: 60 km from Gradiška – international category I border crossing for road transport with the Republic of Croatia (movement of persons, all types of goods and means of transport), and 53 km from Brod – international category II border crossing for road transport with the Republic of Croatia (movement of persons, all types of means of transport and all types of goods, except goods subject to excise payment). Border crossings to the Republic of Serbia are Rača – international category I border crossing for road transport (movement of persons, all types of goods and means of transport), distance 190 km, and Šamac Port – international border crossing for river transport (goods and passenger transport), distance 100 km.

4. BRIEF PROJECT DESCRIPTION

The total area covers 322.14 ha, cut in two parts by the route of the Banja Luka – Doboj motorway.

Business and industrial zone:
Industry and business is the main purpose of the northern part of the location lying between a trunk road and motorway route. The zone is intended for various mutually non-competitive activities. The space allocated for business and industry is divided in 120 newly planned plots.
Borders of the newly planned plots along the roads are fixed, while borders between neighboring plots are designated as modular in order to allow their potential merging, depending on the interest and possibilities of potential investor.
One of the main purposes of the business section of the zone is to ensure quality spatial resources for small and medium entrepreneurship development.

Tourism and recreation zone:
The main purpose of the southern part of the location, on the south side of the motorway route, is leisure, sport, recreation and entertainment. The complex of the Vučijak Lipizzaner stable, currently under rehabilitation, would complement the tourist offer of modern hotels with pools, spa centers, healthy food, congress halls and all other facilities able to meet the needs of modern businessmen and all those looking for vacation and recreation. All the planned tourism and hospitality facilities should fit into the landscape, be of modern design and have maximum
ground floor plus two floors. The configuration of the hilly terrain which offers an excellent view of the city makes this location very attractive for the construction of hospitality facilities such as restaurants, bungalows, sport and recreation areas, outing grounds etc.
Very close to the zone there is potential for medical tourism – Kulaši Spa, with its extremely healing water and unique highly alkaline sulphide oligo mineral hypothermal water of 27-28°C. This water is bacteriologically completely sterile, with an incredibly high Ph of 11.75. According to the current knowledge, in addition to this spring, there are only two more in Europe and four more in the world, i.e. the total of six more springs of a thermal mineral water of similar quality.
Forest potential has always represented an invaluable wealth and a large tourism potential of the Municipality of Prnjavor. Hunting grounds on the neighbouring hills of Motajica, Čavka and Ljubić have become a destination for hunters from Germany, Austria and in particular Italy. In the past, the area of the Municipality of Prnjavor was famous for frequently organising hunting and fishing seminars, competitions and meetings.
A good basis for the development of fishing tourism in the region of Prnjavor is provided by the river Ukrina and lake Drenova located close to the Vijaka zone. The abundance of fish stock, banks of the river Ukrina surrounded by greenery, and old mills make it particularly attractive for all nature lovers. The river Ukrina is the only one in BiH showing the water blooming phenomenon, when once a year (mid-August), millions of butterflies come out from the larvae at the bottom of the riverbed. Those butterflies are also one of the best and most valued baits for catching wels catfish, which is why dozens of fishermen gather on the riverbanks in August.
All the mentioned natural wealth of this area makes the tourism part of the Vijaka zone attractive for investments in sport and recreation complexes.

5.2 Project status

Adopted Regulation Plan of the Vijaka Business and Tourism Zone Prnjavor (Official Gazette of the Municipality of Prnjavor, 4/13).
Ongoing: preparatory works on developing spatial infrastructure, removing the route of the 110 kV Derventa – Prnjavor transmission line, and obtaining the documentation for building of a 110/20 kV substation.

5.3 Reasons to invest in the project

  • Developed transport infrastructure – direct connection to motorway, trunk road and regional road network,
  • Proximity of border crossing to Croatia, i.e. the European Union (Brod and Gradiška border crossings),
  • Low prices of municipal administration services, fast and quality providing of all necessary assistance through an e-registry at the official site of the Municipality,
  • Municipality of Prnjavor is establishing an aftercare programme for the existing investors,
  • In its operation, the Municipality is applying a quality management system and foreign investor assistance in accordance with the ISO 9001:2008 standard.

 

6. PROJECT FINANCING:

Preparation of the Regulation Plan project documentation cost BAM 68,091.60. Land price will be set by the Decision on property value level by zone in the territory of the Municipality of Prnjavor.
According to the current Decision, the values established as of 31 December 2016 amount to BAM 9.90 per m2.

6.3 Inputs by local partner

Preparation of the Regulation Plan project documentation cost BAM 68,091.60. Land price will be set by the Decision on property value level by zone in the territory of the Municipality of Prnjavor. Property ownership issues have been resolved 80%. The Regulation Plan provides for the plots of areas from 8,000 m2 to 19,000 m2, although it is possible to form a plot to suit the needs of the investor.

The decision adopting the proposal Regulation Plan of the Vijaka Business and Tourism Zone (Official Gazette of the Municipality of Prnjavor, 4/13) identified the location and its boundaries.
The plan has set all relevant town planning elements for the future building and planned development of the area it covers.
Currently, the area of the business zone is not covered by the urban building land. Upon adoption of the Prnjavor Town Planning Scheme 2017-2037, the boundaries of the urban building land will be expanded to include also the part of the business and tourism zone.

8. Have the activities on project implementation already started

The Municipality of Prnjavor has adopted a regulation plan.
