The Republic of Srpska has established an adequate regulatory and legal framework in the insurance sector, largely aligned with European Union regulations.

The Republic of Srpska has established a functional regulatory and supervisory body (Insurance Agency of the Republic of Srpska).

In the coming period, it is planned to create systemic prerequisites for the development of new insurance services, adopt tax incentive legislation for insurance services (life and pension insurance), as well as further develop the domestic capital market.

The Republic of Srpska is recording continuous growth of the insurance sector in total assets of the financial sector.

There is a noticeable qualitative improvement in the structure of employees in the sector.

By increasing the standard of living and awareness of individuals and legal entities about the need for protection against unwanted and unpredictable events, and taking into account the low share of optional insurance in the total insurance premium, there is market potential for the introduction of new types, as well as for greater promotion of existing insurance.

In the structure of insurance companies' written premiums, the share of property insurance against fire and natural forces, insurance of other property damage and insurance of land vehicles other than rail vehicles is low, as is the low share of life insurance in total insurance, which indicates segments with significant growth potential.

Voluntary pension insurance
Why invest?

In the Republic of Srpska, there is a need to introduce new forms of insurance in order to provide additional income in old age.
-
There is a large number of potential users of the services of voluntary pension funds (farmers, self-employed, the population that earns income but is not included in the mandatory pension insurance system, as well as the population included in the mandatory intergenerational solidarity pension insurance and who wants to diversify their sources of income in old age).

In addition to the existing legal possibility of individual membership of employees in a voluntary pension fund, legal prerequisites have been created for their collective inclusion.

The legal regulation in the field of voluntary pension insurance is regulated by the Law on Voluntary Pension Funds and Pension Plans ("Official Gazette of the Republic of Srpska", No. 13/09, 107/19 and 100/25).

Law on Income Tax ("Official Gazette of the Republic of Srpska", No. 60/15, 5/16, 66/18, 105/19, 123/20, 49/21, 119/21, 56/22, 112/23, 110/24 and 114/25) establishes a tax relief for citizens in the form of a reduction in the tax base for the amount of the paid pension contribution for voluntary pension insurance up to 1,200 KM per year.

Law on Contributions ("Official Gazette of the Republic of Srpska", No. 114/17, 112/19, 49/21, 119/21, 56/22, 132/22, 112/23, 110/24 and 114/25) establishes that contributions are not paid on income from pension contributions up to 1,200 KM per year paid to the taxpayer by the contributor, in accordance with the law regulating voluntary pension funds in the Republika Srpska.

Joint action is possible with the Investment and Development Bank of the Republic of Srpska, as well as with the Pension Reserve Fund of the Republic of Srpska.
Investment opportunities
According to data from the Republic Statistical Office of Republic of Srpska for 2025, there are 289,724 employees in the Republic of Srpska. A small number of farmers, as well as the self-employed, according to data from the Pension Fund, are registered for mandatory pension insurance. In addition, a significant number of the working-age population, who are employed in other activities, earn a certain income, but are not included in mandatory pension insurance, and there is a need for alternative provision of additional income in old age.
